Planning Validation Checklist Consultation
A validation list tells people who are submitting planning applications what supporting information will be needed.
The validation checklist is the list of documents/plans required for different types of planning applications when applications are submitted. The aim of the checklist is to set out what information will be required to submit a valid planning application and to enable Tewkesbury Borough Council to provide an efficient and effective registration and validation service.
The National Planning Policy Framework (NPPF) sets out that local planning authorities must publish a local validation list for planning application and review it frequently.
We have recently carried out a consultation exercise in relation to proposed changes to our list, including:
- Updated references to policies.
- Added guidance on privacy policy and invalid returns process.
- Clarity on location plan requirements.
- Added national Biodiversity Net Gain (BNG) requirements.
- Added draft Section 106 heads of terms/unilateral undertaking requirements.
- Amended Community Infrastructure Levy additional information requirement form requirements.
- Amended transport assessment or statement requirements.
- Updated web links and general formatting.
Consultation Feedback:
There were four responses to the consultation, one asking for clarification on the guidance added around our privacy policy and the use of data and the invalid planning application return process.
Other points raised included clearer definitions of certain phrases and heritage requirements to be set out more clearly, which have been considered and incorporated where necessary. A minor amendment has also been made to the new planning obligation requirement highlighting the draft requirements.
Next steps:
An appropriate consultation was undertaken and no responses were received which require further review or consultation. The proposed changes are necessary to bring the checklist up to date and therefore the updated validation checklist will be adopted with immediate effect superseding the previous version at this time.
