Change or transfer vehicle
Due to high volumes of private hire driver licence applications and enquiries, we are experiencing longer waiting times than usual.
It may take four to six weeks to respond to emails, and appointments are currently being scheduled around 12 to 15 weeks in advance.

Change of vehicle
To change a vehicle you will need to email us the following:
- Vehicle licence application form
- A valid insurance certificate
- MOT Certificate (no more than one month old)
- V5 Registration Certificate – If the V5 needs to be sent off to change the owner, you must first complete your details in Section 2 of the V5, take a photo of all three pages of the V5 in the previous owner’s name, and then send these three pages alongside a photo of the completed green slip to us
- Meter Certificate (Hackneys only or if there is a meter in the Private Hire Vehicle)
- LOLER and weight test certificate (for wheelchair accessible vehicles only)
- If you are not the owner of the vehicle, written permission from the owner of the vehicle that you have permission to use the car for private hire work
- Please ensure that your vehicle complies with age and emissions policy
- Pay the application fee online
- Return any plates previously issued by the Council.
Please note, we currently only accept complete applications. If an application is not submitted with all correct documents, or the documents are not valid, then we will need to reject the application. If an application is rejected, it will not be logged, and the application will need to be re-submitted in full.

Change of vehicle registration
To make a change of registration application you must submit the following in the new registration to licensing@tewkesbury.gov.uk:
- A valid insurance certificate
- V5 Registration Certificate
- Pay the application fee online – £36 for a replacement plate
- Return any previous plates to the Council.

If an application is not submitted with all correct documents, or the documents are not valid, then we will need to reject the application. If an application is rejected, it will not be logged, and the application will need to be re-submitted in full.

Transfer of vehicle ownership
To make a transfer application the new owner must email us:
- Vehicle licence application form
- A valid insurance certificate
- MOT Certificate (no more than one month old)

Drop-in hours
If you wish to drop a vehicle application off at Reception, we are currently advising applicants to bring them in during our scheduled drop-in hours. These are times when a member of the Licensing Team will be making themselves available to check any application that is submitted in-person at our offices.
Please note, if you choose to come and drop an application off outside of our drop-in hours, you can still leave this at Reception. However, an officer will not be able to check the application for you. If the application is incomplete, then your application will be posted back to you with a note explaining what else we would need for a complete application when you re-submit.

Renewed taxi or private hire badge and vehicle plates
Your badge/plates will be posted to you at our earliest convenience. Ahead of receiving your badge/plates the licensing team will email you a paper licence. You can show this letter to passengers or any officers if you are stopped and have not yet received your badge/plates. If you can’t print the letter you can show it from your phone.
I do not want to renew my licence or wish to end my licence
Email the licensing team to let us know and we will advise on your next steps. There will be no refund for any existing time left on your licence.
