Safeguarding expectations in community grant programmes
Tewkesbury Borough Council runs grant programmes for community groups, registered charities and other not-for-profits.
When giving grants to these organisations, if we determine that your organisation may work with children, young people or vulnerable adults in the course of the funded project, we ask you to share your safeguarding policies with us. This is to protect everyone involved in your project, and your organisation. This page sets out our expectations in reviewing your safeguarding policies.
What are the expectations that our group should meet?
All applicants are expected to show how they meet the following:
- Where the project involves working with children and young people or vulnerable adults or providing a service for them, the applicant must have its own arrangements in force for safeguarding which are compliant with Gloucestershire Safeguarding Children Partnership Board Child Protection Procedures and the Gloucestershire Multi Agency Safeguarding Adults Policy and Procedures .
- The applicant publishes a child protection and safeguarding policy and that it ensures the effective dissemination, and implementation, of the policy to staff and volunteers.
- All staff and volunteers (including temporary staff) are made aware of the applicant’s arrangements for child protection and safeguarding.
- The applicant provides a clear line of accountability within the organisation for work on safeguarding and promoting welfare and demonstrates a clear commitment to the importance of safeguarding and promoting welfare.
- Staff and volunteers are subject to safe recruitment processes and checks, including a regular risk assessment of all posts to identify the potential risks to children and to staff.
- The applicant carries out Disclosure and Barring Service (DBS) checks as appropriate.
- The applicant adheres to GSCB Procedures for dealing with allegations of abuse against members of staff and volunteers.
- All staff and volunteers undertake appropriate training, and to ensure that this is kept ‘up-to-date’ by refresher training at regular intervals.

We understand that groups and organisations are best placed to develop their own policies and practices, and we respect that you will use the wording that works for your own context.
If we determine that your policy does not meet these expectations, your application may be rejected completely or temporarily, pending an improvement in your policy.

- Active Gloucestershire have a specialist Welfare Adviser who can support sports groups of all kinds to develop their safeguarding policies and practices.
The Community Funding officers are not able to offer advice on wording or the development of your policy or practice. The organisations listed above are experts in the area and will be able to offer the best support.
