New taxi and private hire penalty points scheme approved

A new penalty points scheme for licensed taxi and private hire drivers in Tewkesbury Borough comes into effect from Monday, 28 September, following approval at the borough council’s Executive Committee today, Wednesday, 2 September.
The scheme has been introduced to provide a fair way of dealing with minor breaches, while continuing to prioritise public safety.
Under the scheme, penalty points can be issued for minor infringements of licence conditions. The points issued will depend on the nature and seriousness of the breach and will remain on a driver’s record for three years.
Drivers who reach 12 points within a three-year period will have their licence reviewed by the council’s Licensing sub-committee, to decide whether any further action is necessary. This could include suspension, the licence being revoked, or no further action, depending on the circumstances.
Councillor Murray Stewart, Lead Member for Environmental Services, said: “Taxis and private hire vehicles play an important role in helping people travel safely around the borough.
“Our new scheme gives a clear and fair approach to dealing with minor breaches of licensing requirements. It will help ensure consistent standards across the trade, support public confidence, and reinforce our commitment to passenger safety.”

The penalty points scheme was developed following consultation with licensed drivers, operators, and members of the public. The scheme applies to all licensed taxi and private hire drivers, vehicle proprietors and operators licensed by Tewkesbury Borough Council.
