Tewkesbury is one of the fastest-growing districts outside of London, and we are committed to creating a sustainable place that meets the needs of our growing population. Our long-established housing strategy has identified that we’ll need to deliver 11,700 new homes in the borough between 2021 and 2041.
Between 2015-2020, for instance, 1,205 new homes were delivered, meaning that we had 42,848 households at the end of 2021. They are approximately 72% owner occupied, 16% private rentals and 12% social housing.
Tewkesbury’s Garden Communities initiative strives to ensure that the infrastucture to support this growth, and the quality of communities created and connected, are of the standard our residents deserve.

Junction 9 and A46 (Ashchurch) improvements
To ensure that housing and employment opportunities are managed in the best possible way by enabling comprehensively planned, connected communities designed to encourage good growth, helping new and existing residents to enjoy the best possible quality of life, delivering infrastructure alongside development is critical.
Diverting long-distance traffic – including heavy goods vehicles – from the A46 through Ashchurch onto a new road will be key to the successful development of the Garden Communities. This will provide capacity for additional housing and employment opportunities, and crucially provide benefits to the existing communities, offering a more pleasant environment for residents and greater opportunities for walking, cycling and sustainable travel along the existing road.
Scheme overview
The M5 Junction 9 and A46 (Ashchurch) Transport Scheme is a proposal to develop a new M5 junction 9a to the south of Tewkesbury and re-route a section of the A46 between the M5 and Teddington Hands roundabout. The scheme aims to help solve long standing traffic issues and provide vital infrastructure to meet existing and future needs, including improving journey times and reliability for journeys between the M5 Junction 9 and Teddington Hands roundabout.
Winter 2024/5 update
Gloucestershire County Council has now considered and technically assessed a wide variety of potential route options for their suitability. They carried out a public engagement exercise from Monday 7 October to Monday 2 December 2024 to share potential route options and seek the views of stakeholders, local communities, businesses and the public.
This was the first stage of public engagement on potential route options, with feedback now being reviewed and used to inform further options refinement and shortlisting. A preferred route option will only be identified following future public consultations.
The public engagement exercise formed part of the early development of the M5 Junction J9 and A46 (Ashchurch) Transport Scheme, which will rely on securing funding from Government to deliver the scheme. At this early stage, no commitment can therefore be given to funding being secured for the scheme delivery.
The County Council held face-to-face engagement events where the project team answered questions and received feedback on the potential route options.

Strategic and Local Plan (SLP)
The Strategic and Local Plan (SLP) is a review of the Joint Core Strategy (JCS) which was adopted in December 2017. It’s a joint plan with Cheltenham Borough and Gloucester City councils which sets out how the local areas will be developed between 2011 and 2031. It sets out the planning policy and site allocations to deliver development needs, whilst protecting the natural and built environment.
The area identified for the garden town will be considered for development in the SLP.

Tewkesbury High Street Heritage Action Zone
The High Streets Heritage Action Zones scheme, backed by government funding, aims to help with the recovery of local high streets, from regenerating historic buildings to helping to engage local communities through art and cultural projects.
Over £1m investment is available to Tewkesbury following its successful bid to be part of the Heritage Action Zones project there are projects underway to enhance the public realm and upper floor renovations to bring them back into use as well as provide grants for improvements to shop fronts and façades.
