Crisis and Resilience Fund

Introduction to funding available and funding guidance

Gloucestershire County Council have received a Crisis and Resilience Fund allocation from the UK Government. For the first financial year of this fund, they have distributed a proportion to each district, including Tewkesbury Borough Council.

Tewkesbury Borough Council has allocated £118,000 for grants to food pantries and foodbanks operating in the Borough.

PLEASE NOTE THAT THE APPLICATION DEADLINE FOR THIS GRANT PROGRAMME HAS NOW PASSED. THIS PAGE REMAINS FOR INFORMATION BUT NO FURTHER APPLICATIONS WILL BE PROCESSED.

This is in two parts:

  • £58,000 to support vulnerable households with food and essential items.
  • £60,000 to support vulnerable households through building capability of foodbanks and pantries to signpost and refer to wider resilience services.

Tewkesbury Borough Council is issuing an invitation to food banks and food pantries in the Borough to apply for funds under two separate headings:

1. Food and essential household items

  • Grants under this heading will be given to support food banks and food pantries to purchase items to meet the needs of vulnerable residents.
  • The size of the grant will be determined by the number of households you expect to support and the costs of the support you intend to offer.
  • Funds must be spent by 31 March 2027, and will need to be monitored quarterly and will be distributed quarterly.
  • In your application, please do not overestimate the number of households you expect to support over this period of time.

2. Capability building for community food provisions to build resilience in vulnerable households

Grants under this heading are to enable community food providers (foodbanks and food pantries) to continue their work and develop their services to support the resilience of vulnerable households in Tewkesbury Borough.

This can be through:

  • Supporting running costs of your service to enable you to focus on development of partnerships and referral routes. Please describe how supporting the running costs of your organisation would increase your capacity to do this.
  • Costs related to building new partnerships
  • Publicity of your service to ensure accessibility (including to specific groups)
  • Developing your organisation’s capacity to work in partnership with others (for example, your ability to monitor your impact by collating data which is necessary for any future funding through this fund).
  • Other – your local circumstances may mean that there are other costs you wish to apply for here. Please do get in touch for a conversation with Helen Wolfson, Community Funding Officer, if you have other costs that you wish to apply for.

Unless specified, by applying, you are applying for grants from both sets of funding.

Application assessment:

Applications will be reviewed by a grant assessment panel including representatives of Tewkesbury Borough Council, Gloucestershire County Council and a VCSE infrastructure group representative. The Community Funding Officer will be present to brief and inform the panel but is not involved in decision making.

In their assessment of applications, the panel will be looking at:

  • Good understanding of local needs
  • Realistic, detailed and clearly costed plans for delivering support to residents of Tewkesbury Borough
  • Plans that meet the Crisis and Resilience Fund aims and priorities
  • Plans that reference local need and show engagement with wider partnerships in the local area

Each community food provision has different operating models and operating costs, and the panel will be made aware of this. Please only apply for costs that will deliver provision that you can realistically deliver within the timeframe of the grant allocation. There is no maximum or minimum that you can apply for, but the panel will be made aware if you are applying for costs that are ambitious in relation to your current budget and circumstances and previous funding that you have received from the Borough Council. You should not apply for costs that you have already covered through alternative restricted funding sources for the same activity or items.

Applications must be accompanied by the required documentation listed at the end of the application form.

Timeline:

To apply for this funding, please return the application form by 12 noon on 2 July 2026 to helen.wolfson@tewkesbury.gov.uk .  

  • We expect to be able to communicate decisions by 15 July.
  • We expect to supply grant agreements for signature by 22 July.
  • On receipt of signed grant agreements from partners, we will release the first quarter funds as quickly as possible.
  • Our expectation is that delivery by partners will commence from 1 September 2027.
  • Grant payments will be made quarterly, on receipt of monitoring information from grantees. This is in line with the requirements that Gloucestershire County Council have made for Tewkesbury Borough Council to receive the funding allocation (the Borough Council also has to submit quarterly monitoring and receives payments quarterly).
