Council commits to ‘positive legacy’ as new 2026 – 28 plan approved
Tewkesbury Borough Council has approved its Council Plan for 2026 – 28, setting out 17 clear commitments to residents that it will deliver ahead of April 2028. These actions form part of the council’s wider programme of work and are in addition to preparations for Local Government Reorganisation (LGR).
Building on the council’s achievements in supporting people and strengthening communities, the plan provides a clear direction for delivering these actions. Its aim is to improve outcomes for residents and ensure Tewkesbury Borough continues to grow as a thriving and sustainable place.
Alongside essentials such as collecting waste and recycling, ensuring access to affordable homes, helping improve residents’ health and responding to emergencies like flooding, actions include:
- Support communities to shape and improve local facilities so that community priorities set by parish councils can be delivered.
- Drive business growth through The Growth Hub, Tewkesbury and deliver further Business Voice events, alongside targeted support to strengthen the Advanced Engineering and Manufacturing sector and its supply chains.
- Pilot a youth engagement and youth voice model to give young people a stronger voice in local decisions that affect them.
- Map priority areas for nature recovery and collaborate with partners to restore habitats, strengthen biodiversity, and ensure the borough’s natural environment is improved for future generations.
- Improve infrastructure, play areas and other council assets to maintain safety and ensure compliance before LGR.
- Work with local landowners and partners to support delivery of the short-term actions, such as drainage maintenance, identified in the Tirley flooding review.
- Continue to prepare a new Strategic and Local plan with partner councils – this will set out the best options for housing and employment growth across Cheltenham Borough, Gloucester City and Tewkesbury Borough over the next 20 years.
- Finalise the work currently being undertaken and look to adopt the Tewkesbury masterplan, a long-term plan that sets out how an area will grow and improve, to guide the regeneration of Tewkesbury town centre.

Tewkesbury Borough Council considered the new Council Plan on Tuesday, 30 June. Overview and Scrutiny will receive a report on progress against the 17 actions in September.
