We are delighted to introduce our refreshed Council Plan (2025-2028), setting out the meaningful differences we will make for our residents, businesses and communities over the next three years, as we move towards a unitary structure.

The three priority areas and eight areas of focus, which were approved last year within our six-year Council Plan (2024-2030) all remain relevant. What differs from last year is the refresh of our key actions, which support delivery of our priorities. This is a direct response to the Government’s announcement on Local Government Reorganisation (LGR) and the move to a unitary council on 1 April 2028. Over the next three years we want to make the most of the time we have left as a borough council. We remain ambitious and are determined to leave a positive legacy for a new authority by delivering real outcomes for our communities.

LGR will obviously bring new challenges and opportunities. We must remain motivated and focused over the remaining years of the council. While we remain cautiously optimistic about the potential efficiencies and resilience these changes could bring, we recognise that success will depend on collaboration, adaptability, and a steadfast commitment to our communities and services, all within the framework of the available financial structures.

Our revised aspirations for each focus area are accompanied by clear, actionable steps. These take into consideration our steps towards reorganisation and devolution, and their complexities, ensuring we can make a meaningful difference and deliver a positive impact across our borough.
