Consultation on proposed amendments to street trading policy

 

Street trading involves someone offering articles for sale in a “street” which is defined very widely in the relevant law as “any road, footway, beach or other area to which the public have access without payment.”

 

Tewkesbury Borough Council controls street trading in its area by requiring anyone who wishes to carry out street trading activities, to obtain a street trading consent from the Council.

 

The Council has previously adopted a street trading policy, which sets out the approach the Council takes in controlling street trading, along with the requirements that have to be met by those applying for the grant or renewal of a street trading consent.

 

The Council is now considering making some changes to the street trading policy in order to try and reduce administrative burdens on those that carry out street trading activities, and on the Council itself.

 

There are two main proposals for change, that can broadly be described as:

  • Changes to reduce administrative burdens associated with the renewal of street trading consents
  • Removal of the requirement to obtain a street trading consent in circumstances where the trading is carried on as part of a charitable or community event, or on a non-commercial basis.

 

Before deciding whether to make the changes under consideration, the Council would like to invite feedback from relevant stakeholders and the wider community.
