Consultation on Applications under the Licensing Act 2003
The following types of applications under the Licensing Act 2003 are subject to public consultation, and will be advertised on this webpage:
- Applications for the grant of a premises licence or club premises certificate
- Applications for the variation of a premises licence or club premises certificate
- Applications for the review of a premises licence or club premises certificate.
During the relevant consultation period, representations may be submitted to the licensing authority either supporting or opposing the application.

Making Representations
Who can submit a representation?
Representations can be made by:
- Local elected members
- Responsible authorities
- Any other person.
On what grounds can a representation be made?
In order to be a “relevant” representation that can be considered when the application is determined, a representation must be about the likely effect of granting the relevant application on one or more of the ‘licensing objectives’. These are:
- The prevention of public nuisance
- Public safety
- The prevention of crime or disorder
- The protection of children from harm.
How can I submit a representation?
Representations must be received in writing within the statutory consultation period.

What happens next?
All representations will be considered for their relevance. To be considered relevant they must be about the likely effect of granting the relevant application on one or more of the licensing objectives, be submitted within the appropriate consultation period and not be repetitious, frivolous or vexatious.
What happens if relevant representations are received?
Applications that have attracted relevant representations will be referred to a hearing of the Council’s Licensing Sub-Committee for determination within 20 working days of the end of the consultation period. The applicants and any person who has made a relevant representation will be invited to attend the hearing.
