Assurance Board
The Assurance Board will ensure the vision for the garden town is delivered effectively and efficiently.
Strategic Stakeholder Board
The Strategic Stakeholder Board will provide an interface between the garden town proposals and other major projects.
Project Board
The Project Board will be responsible for managing the project plan.
Programme Oversight Board
The Programme Oversight Board will provide a forum for all stakeholder especially customer, user and suppliers to gain an overview of the programme.
Member Engagement Forum
The forum is open to all members to ensure they are updated on the progress of the garden town.
Liaison Groups
Six liaison groups will provide the forum for engaging with representatives from the various stakeholders.
Governance
New governance arrangements including revised programme monitoring and reporting were approved at Council in September 2023.
A strong governance structure provides a solid framework for the delivery of the garden town programme. The new governance structure seeks to:
- Deliver a structure that assists in aligning stakeholder expectations by having boards with clearly defined roles and responsibilities for the garden town programme.
- Support timely decision making by ensuring information is shared at the appropriate level at the appropriate time
- Enable the Garden Town programme to maintain pace in a controlled environment.
- Provide a framework which can be consistently applied throughout the life of the garden town programme and ensure programme oversight is provided to all stakeholders, particularly local Parish Council representatives.
- The new governance structure does not introduce any new decision-making powers or bodies and decision making will remain with the Council (subject to any delegations made) but does follow recognised programme management principles.
Tewkesbury Borough Council’s Chief Executive, Alistair Cunningham, was delegated authority to take certain decisions linked to the Garden Communities programme at a meeting of Council on Tuesday, 12 December. This includes the authority to secure funding for resource support and partner funding for infrastructure, in line with the council’s new approach to the programme.
