External Audit

The Local Audit and Accountability Act 2014 requires the council to appoint an external auditor to audit the council’s accounts in order to provide assurance that they are accurate and fair.

Notice of appointment of Auditor 2023

Regulations made under the Local Audit and Accountability Act 2014 allow authorities to opt in for their external auditor to be appointed by an ‘appointing person’. Public Sector Audit Appointments Ltd (‘PSAA’) has been specified by the Secretary of State as an ‘appointing person’. PSAA invited the Council to opt-in, along with all other authorities, to the appointment scheme for the financial years 2023/24 to 2027/28, so that they can enter into contracts with appropriately qualified audit firms and appoint a suitable firm to be the council’s external auditor from April 2023.

At a meeting of the Council on 25 January 2022, it was agreed that the council would ‘opt-in’ to the sector led national scheme for the appointment of external auditors for the five financial years commencing 1 April 2023:

In a meeting of the Audit and Governance Committee on 23 March 2023, it was confirmed that Bishop Fleming was appointed as the Council’s External Auditor for the period 2023/24- 2027/28. It has also been appointed to the other districts in Gloucestershire and many of the public sector organisations in the Southwest:
